Can an ulcer in the eye turn into Glaucoma?

I have a pedigree Chinese Crested Powderpuff. She is 5 yrs old. One day her eye was shut, and I could see it was swollen, she appeared and acted as though in great pain. The vet looked at her eye, gave me eyedrops and said she had an ulcer in her eye. After several days of giving her the eye drops, and seeing no improvement, a worsening actually, we took her back in. The vet then said that she had now lost the vision in that eye. We returned home with antibiotics, drops, gel, prednizone, and a very sick half blind dog. I am not sure what to think....we were told now she has glaucoma. If someone has had any experience like this, or can tell me if I'm seeing a competent vet, please, please let me know.... I love this little dog! She's the most amazing dog ever! I'm terrified she will lose the other eye as well.
